Although it has not been announced for PS2 yet, but it will be hitting PSP. I found an interesting tidbit of information....they will have a new vehicle...Jet Skis. This information came from an Australlian Gamepro magazine.

There will be a new feature added on in the GTA: VCS called "Empire Buliding".

First off, let me mention that a golf mini-game has been confirmed for Grand Theft Auto: Vice City Stories (due out October 31 in North America). Also, a mode of gameplay called "Empire Building" for the game has been explained in the November issue of PSM:
Grand Theft Auto has always been about raising the stakes in terms of what fans can expect from the series. Can you tell us which new features accomplish this in Grand Theft Auto: Vice City Stories?
"The one new feature we're most proud of is Empire Building. It changes the landscape - literally and figuratively - of the game itself. The character can take aim at a host of businesses owned by rival gang leaders in Vice City. These businesses aren't dry cleaners or even the local Pay N' Spray, but houses of ill repute, such as gambling halls and brothels. There are in fact six specific criminal enterprises with locations scattered all around Vice City for you to take aim at."
How does the player take control of rival criminal empires?
"Much in the way you'd imagine - through deadly force. You can't win a protection racket through a hand of poker. Once the player seizes control of a rival operation, that business is theirs. All of the headaches that come with running a business are the players."
How does Empire Building function in the course of the game?
"Being powerful in Vice City, as fans of the series can attest to, is not about stealing cars or robbing people. The truly powerful are the businessmen, and the player will see early on that controlling vast sections of town or businesses is more beneficial than having a lot of guns in their arsenal. In Grand Theft Auto: Vice City Stories, it's not about being a criminal, but running a criminal empire.
As your progress through the story mode, you will encounter several scenarios where you take over a business. Once you have snatched the business from a rival, several scenarios go into motion. First, the gang you took the business from is now your rival. Secondly, you will now have to occupy and run a business in the space they previously occupied. There are six types of businesses you can open and run - protection, extortion and prostitution are just some of the options at your disposal, and we will reveal more as we get closer to release.
There are three levels of business - Low, Middle, and High Roller. Each has its own level of force and money required to open it, and each level business is more difficult to take over. The more difficult levels require more personnel to maintain and run, and more cash to operate. However, they also generate more revenue. A low level operation might be something that the player can run on their own, whereas high rollers will have entire staffs of people at their disposal. Once you take over a business, it generates its own revenue, which the player gets to keep and use throughout the game. Also, each business has side missions that pop up. If you open a brothel, you might have to escort prostitutes to and from rendezvous. If it's protection, you might have to collect debts. Empire Building will be fully incorporated into the game."
